Funniest part is that there is actually a free dread program. Oh and that you failed to do any research at all into an alliance you were trying to join?
There are 2 ways to get into Goonfleet.
1) Be applicable to join, i.e. a long standing member of the Something Awful forum community. This is what Goonfleet was made for.
2) Be sponsored into Goonfleet. Your sponsor must be a member of Goonfleet for more than 2 weeks and must not be sponsored himself. Your sponsor is responsible for you, if you mess up and get kicked out so does he. For this reason, sponsoring complete strangers happens very rarely (hi Nekumi).
Goonfleet is well known for scamming people attempting to join. A cursory search of the forum will provide you with many whine threads, much like this one.
Goonfleet does not recruit from the general populace. Also nobody cares if you can fly a capital ship or not.

What have you done to earn our respect? Trained for long enough to fly a cap ship? Well done, you clicked some buttons and remained subscribed long enough. Good leaders is relative, all that a Goon leader is required to do is look out for the best interests of Goonfleet. Not yours.
